Can you retire 30 and out..Local 705

Thanks i knew joey the clown would know. He's one of the smartest guys in our union. Another? For joey. So I got 24 years in 8 pt almost 16 full time at 41 years old. I'd like to retire at the day I hit 30 years full time. My question is IL be around 55 years old so will I be penalized for early retirement at age 55. Or is it because IL have 30 years full time I could retire with full benefits. Also my wife is 9 years younger then me so I was wondering what happens when I'm 65 and she's 56 will she and my kids still have insurance when they put me on medicare. And thanks for info
