Doctors have to report what their patient says, by law. And yes any random crank can submit a VAERS report. Get on their website, about 5 pages and it is filed.

Um yeah the only reason you think the election is rigged is because Trump said it was rigged even before 2016. He said when he lost to Cruz in some primary that primary was rigged. Trump can’t handle losing so he always comes out first and says if he loses it’s because everything is rigged. Lol.
