no it isnt, congress writes immigration law period. The president signs it and it become law. Daca would have failed in the courts. Second every year it is there and it is not law subjects dreamers, it could be terminated at any time

During a speech announcing the new Department of Homeland Security Policy, Obama explained that the protections for dreamers were just “temporary relief.”
