He was told by the National Archives that he was holding documents that the Presidential Records Act barred him from holding and he was required under that law to return them. So you tell me. why didn't he do it? What made him an exception? Let me have a try at it. He did it to rally his base to manufacture a grievance to make it look like he was wronged. And his MAGA's eat it up because they don't know any better. Having to send in the FBI with a warrant resulted in the needless expenditure of costly public resources.
