Wisconsin Gov. Scott Walker's (R) political team is bashing former Secretary of State Hillary Clinton for using a private email account to conduct official business at the State Department.

"Hillary Clinton's potential evasion of laws is something she should answer questions about," Kirsten Kukowski, the communications director for Walker's political organization, said in a statement. "Wisconsin has a strong open records law with a broad presumption of access to records and the governor has very specific policies in place in his office to assure the laws are complied with fully."

Democrats quickly began calling foul in response, saying Walker staffers used personal laptop computers and set up a clandestine wireless router to conduct campaign business on government time when he was Milwaukee county executive. These details have been a major focus of one of the "John Doe" investigations.

"It was Scott Walker who had a secret email system that was used in his office to avoid public scrutiny when he was Milwaukee county executive. Walker routinely used a campaign email account himself to discuss official business and to email county staffers also using private email addresses," an email from the Democratic National Committee said. "Walker's county aides even set up a secret wireless router in the county executive's office and traded emails that mixed county and campaign business on Gmail and Yahoo accounts."

The Democratic-leaning opposition research shop American Bridge 21st Century called the attack hypocritical as well.

"The past few weeks have revealed Scott Walker to be the least prepared, least knowledgeable Republican presidential wannabe, but now he's making a run at being the most hypocritical, too," American Bridge Vice President Jessica Mackler said in a statement. "These cheap, political attacks are ignorant of Governor Walker's record--and reality."

One of the primary responses defenders of Clinton have made is that Walker and former Florida Gov. Jeb Bush (R) also have shady pasts. Those counterpunches are likely to continue as long as focus remains on Clinton's email account at the State Department.

The rights new favorite, Mr. Walker is the pot calling the kettle black.

“Hillary Clinton’s potential evasion of laws is something she should answer questions about,” said Kirsten Kukowski, a spokeswoman for Our American Revival, according to The Daily Caller, a conservative website. “Wisconsin has a strong open records law with a broad presumption of access to records and the governor has very specific policies in place in his office to assure that the laws are complied withfully.”

Emails to the political group from the State Journal seeking the statement and a response to questions were not returned.

Democratic and liberal groups immediately responded, noting the extensive use by Walker and his county executive staff of private email accounts and a secret wireless router in his county office in an effort to skirt the state’s open records laws.

The secret system was uncovered during an investigation into illegal campaign activities by Walker’s staff and associates that led to six convictions. Walker was not charged.

Since that investigation closed, Milwaukee County has released of tens of thousands of pages of those emails, many from private email accounts and many of which mixed official business with campaign work, often during regular work hours.

The Democratic National Committee sent out an email criticizing Walker for using private emails when he was countyexecutive.

“If Walker wants to talk about emails, let’s look at his history first,” the DNC said.

The left-wing American Bridge 21st Century group also put out a statement calling the criticism of Clinton “hypocritical.”

“The past few weeks have revealed Scott Walker to be the least prepared, least knowledgeable Republican presidential wannabe, but now he’s making a run at being the most hypocritical, too,” said the group’s vice president, Jessica Mackler. “These cheap, political attacks are ignorant of Governor Walker’s record — and reality.”

A second, related secret investigation focusing on coordination between Walker’s campaign and conservative and Republican political groups is on hold while the state Supreme Court mulls whether the activity under scrutiny violated the law. Walker has denied wrongdoing in both investigations.

Asked if Walker uses private email or other messaging to communicate with his staff, his spokeswoman Laurel Patrick said “any state business conducted on personal email is subject to open records law” and if requested, “our office routinely releases such responsive records.”

“Our office also routinely trains staff to forward any emails or texts related to state business to their official accounts for the purpose of retention,” Patrick said. “Governor Walker uses a state email account to conduct state business. … Any email on another account or text message conducting state business would still fall under the state’s public records law and would be available through a records request.”

Walker has said that throughout his time as Milwaukee County executive, he had a clear policy that county employees were prohibited from using county resources or county time to be involved in political activities.

But investigative records released in February 2014 indicated Walker was aware his staff was communicating about campaign business using private emails during regular county work hours.

In one message, Walker aide Cindy Archer wrote to deputy chief of staff Kelly Rindfleisch explaining that she used a private email account to communicate with Walker and his chief of staff, Tom Nardelli.

“Consider yourself now in the ‘inner circle’ :) I use this private account quite a bit to communicate with SKW and Nardelli,” Archer wrote, referring to Walker’s initials. “You should be sure you check it throughout the day.”

In a May 13, 2010, email on which Walker was copied, campaign adviser R.J. Johnson gave the final OK to two county staff members — Rindfleisch and Nardelli — along with campaign officials on what to say about another Walker employee, Darlene Wink, who had been caught posting campaign-related comments online about Walker during work time.

The approved statement: “No one in our office had any knowledge that Darlene was posting any comments during work hours. The county executive and chief of staff expressly forbid staff participation in any campaign-related activity while on county time.”
