Integrad self-DQ: One year wait or two years? (Metro Philadelphia)

If you self-disqualify yourself from Integrad is it a one-year or two-year wait to try again? I'm in the Metro Philadelphia supplement and I can only find two articles relevant to this.

Article 50 Seniority, Section 12 Tractor Trailer Training:
"New tractor-trailer openings will be filled from the list of qualified
Employees in seniority order. In the event no employee on the list
of qualified employees elects to fill an opening, the least seniority
employee on the current qualified Tractor-Trailer Driver List will
be required to fill the opening. If an employee fails to qualify, he/
she shall revert back to his/her prior status for one (1) year. If an
employee disqualifies him/herself, he/she shall revert back to his/
her prior status for two (2) years."


vs. Article 67 Part-Time Employees
"The employee awarded a driving job must satisfactorily complete a
maximum fifteen-(15) day orientation. Upon completion of this ori-
entation, the employee must satisfactorily complete a thirty-(30)
working day trial period. An employee who fails to qualify shall not
be allowed to bid for one (1) year for the job the employee was
disqualified for. The above procedure will be applied on an alternat-
ing, five (5) for one basis"

My union and stewards say it's still 2-years if you self-DQ, but my Integrad instructor said he's never seen anybody be out for more than a year.

My nerves got the better of me in Integrad and I had some bad panic attacks from the pressure. The same Integrad instructor also told me he knows someone at my HUB that mentored Integrad fails to pass later. I'm just weighing my options if I want to work on it, stay working part-time, and try again later. I'm also trying to understand the contract and why the two-year wait applies even though I applied for package car, not tractor-trailers.

But idk the answer. You can always try to file a grievance in a year and see what happens.

If going to school gave you anxiety you are not ready to be behind the wheel of a package car
