I wouldn't want Afghanistan, Yemen, Venezuela, Cuba, and probably a handful of others. Don't want any dictator to get nukes. Nuclear proliferation is never a good idea because eventually someone will use one. I do wish Ukraine had kept their nukes in the early 90's because their big neighbor can't be trusted. A million+ dead and wounded and counting. If Russia and China continue to bully their neighbors I wouldn't be surprised if Germany and Japan get nukes at some point.
