There is no excuse not to help or call 911. But living around Philadelphia I can some what understand the reluctance to help given the POS Soros supported district attorney Larry Krasner. He is anti-cop and probably would have prosecuted any good Samaritans. The city is turning into a real sh-t show with violent crime way up and 400 murders through September.
