Has to be. I've seen that lift bridge a hundred times and I don't believe there are any more like it. Every once in awhile some nit-wit will hang on to the bottom of it and ride it up. Some have died trying that stupid stunt. There is a public walk way that goes right underneath it and you can touch the bottom of the bridge from there.
