On a side note the auto makers are trying to get congress to pass a law that makes it illegal for you or me to mess with the ECM.

I think it is legal but voids the warranty for now.

I have an OBD II reader. You can buy a generic one for a few dollars. I have used it to reset check engine light but I didn't know it would also reset Passlock.

A simple cheap reader will not. You need a professional scan tool and depending on the make and model, a factory scan tool.
