America has been at war for more than the past 50 years and is still at war today.
Joe Biden surrendering a battle and American front isn’t the end of the war, it was just a stupid move and victory for our enemies.
Where are we at war at today?
Also the previous administration negotiated the withdrawal from Afghanistan, at least according to @vantexan

Words do have meaning. And you just said that we're not at war for the first time in 20 years thanks to Biden.

Is it the undeclared "War on terror" that you were referring to? Because we're obviously still at it in Africa and Syria.
