The 1965 act prohibits discrimination based on religion or nationality, whether it be a minority or majority religion. Trump flat out said in an interview he will give preference to Christian refugees, so the intention of his executive order is not up for debate.
He has some clever people surrounding him that tried to word this in a way that will get around the law. I don't think they succeeded, but only time will tell.

Federal immigration law also includes Section 1182(friend), which states: “Whenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate”

Green card holders from one of the seven countries covered by the 90-day ban will still need to request a waiver to gain reentry to the U.S. if they have traveled abroad. But unless officials have "significant derogatory information" about a green card holder that indicates "a serious threat to public safety and welfare, lawful permanent resident status will be a dispositive factor" in deciding the case, Kelly's statement said.

personally I think Greencards, and visa h1's should all be reviewed when a new administration comes in. laws should be changed and criteria.
