What do you mean she was on Obamacare? It's not an insurance plan. When people talk like this I don't believe they have any understanding of what the law actually is.
the market place that was set up which is called obamacare, she got a plan in the market place, the was designed for obamacare

So she was able to shop for comparable insurance plans on a website. Did she qualify for subsidies? Being in the individual market has always sucked, having defined essential benefits has made that market much easier to navigate as an individual. Now you know what your getting will actually cover you if you need it. The choice you make is level of risk, a bronze plan is lowest premiums with the highest deductible, it's the highest risk.

I was mainly talking about the people making a little over the poverty level.
That does need to be fixed. Even Milton Friedman agreed a graduated phase out of welfare and not an arbitrary threshold line in the sand is more productive. He argued the line in the sand created individual stagnation and even cheating because the cost of the penalty of honest action was greater than the risks to work the system. In their own way folk on welfare really are making the more economic choice when rewards to risk/effort are weighed.

It doesn't sound like you have much experience with the individual health insurance market. Saying doctors barely take the insurance she bought is not a real thing. Either a doctor is in the insurance network or they aren't, it's incumbent on you to determine the doctors in the network you choose. That's information easily available on the exchange, another big improvement over pre ACA days.
