My wife and daughter said they really liked her but I was drawing blanks.
I had never heard of her and I never watched Arrested Development.
I finally saw her face in the link you posted and did not recognize her.

And I didn’t recognize the name but definitely recognized the face. She was the crazy stalker lady in Play Misty For Me. She was in so many things through the years. She always looked the same and aged very well.
