That article is ludicrous. Hillary refused to turn over 33,000 emails under subpoena, destroyed all devices necessary to retrieve those emails, and was operating outside of government control on a private server. Felonies all over the place and they have the chutzpah to say it wasn't her intent to commit a crime.
