Scapegoated? The Chinese let 5 million of their citizens travel overseas while they were scrambling to contain the virus, pretending all was well. They were telling the WHO that there was no human to human transmission. They were disappearing whistleblowers. They tried to cast blame on foreigners by first saying it was brought into China by Italian soldiers then when that didn't fly they said it was American soldiers.
