The difference is monitors were allowed to observe the count in most states where either candidate won. The remaining states are doing some odd things that calls into question if laws are being violated. A judge gave a court order in Philadelphia to allow monitors to stand within 6 feet of the vote count. They are being denied that access and the Sheriff refused to enforce that court order. Recounts for sure are going to happen.
