Yes he can ... Pelosi may choose to not attend ... that is her prerogative.
Pelosi doesn't control the chamber ... just whether it will be before a House in Session.
I personally think it should be in a key state for 2020 election like Madison, WI.

Imagine if President Obama had been caught altering multiple photos of himself to make his body and face look different on his social media accounts. LOOOOOOL
Apparently if she refuses to bring the joint resolution to a vote inviting the president to speak then he can't just show up. What he should do is hold it in the Senate chamber with just Republicans. They can then jump up and clap at every point he makes.
They do look like Democrats, huh?
