@UPyourS, you kind of buried yourself saying there's 8 rules of backing.

There is only 5.

1) Back only if necessary
2) Scan the area before and during the back
3) Back first
4) Use horn every 3 seconds/ 8 feet
5) Use your monitor as a third mirror.

My old center has qualified 3 drivers through peak for the last 3 years.

Our 8 backing rules were condensed to the 5 above about 4 years ago.

Maybe UPS thought it was just too costly to roll out in Vegas just yet. Maybe next year.
