The RTD chart that shows the 10 step transition to 5 was for RTD’s only. A step 4 courier is not going to step 3 RTD. If you’re below starting RTD pay, that’s where you’ll end up. It was only for CURRENT RTD’s.

Yeah somehow I don't think that's correct. In some instances that wouldn't even be the difference between regular courier and swing.

Don’t know about other locations. But the list posted where I am is dated 2020. Clearly, this suggests that there were no plans at all for 2021.
