I think there is strong legal standing for federalizing national guards when the governor refuses to protect the rights of his citizens. You will just have to shoulder all the political blame if it is unpopular, which to half the country or more it would have been. increasingly the whites arent escaping from poverty either. the idea that you can work hard to get ahead was always a myth but it was at least partially true for whites once upon a time. blacks dont have midlife crisis because their whole life is a crisis.
