Canceled runs only to be ran both ways by contractors

Is this happening anywhere else? They started new jobs, two mileage runs and one that double trips meeting them both. However they either claim the second leg is canceled or both legs only to have contractors show up inbounding the loads at the rail yard and leaving with the return volume.

They posted for another feeder class here. Hoping that means more jobs for us. Less need for contractors.
