Defined Dollar Benefit Calculator

I hope someone can help me out here, the retirement calculator and REHCP have proven less than helpful. I am considering retiring, under 65 non-union and may need to continue healthcare coverage. I have heard the rumor of Defined Dollar Benefit or DDB credits that will help offset the cost of the health insurance premium and a calculator or formula that would tell me how much DDB I would get. So far I have been unable to find such a thing. Any ideas where I can find such info?
