Do I get top driver rate for doing a full time air drivers job?

hello everyone, I have a full time job during the day and work local sort in the evening for the benefits. I was a cover driver but I gave it since I got a bachelors degree now.

Anyways, after we process the air, management has me take the air to the airport if the air driver with the bid is off or called out. Since I’m not scheduled to drive to the airport everyday since it’s not my job, do I qualify for top rate? They are trying to pay me $13.50 an hour for air pay.

Also, does anyone know how many years is the pay progression for air? I am only making 13.50 and not worth it for me to do these runs

Part-time air drivers including exception air drivers will be paid as
follows:
Start $12.50 $15.00
Seniority $13.50
Seniority Date plus Twelve (12) months $14.00 $16.00
Seniority Date plus 18 months $14.50
Seniority Date plus Twenty-four (24) months Top Rate $17.00
Thirty-six (36) months $21.00
Forty-eight (48) months Top Rate
(l) Effective August 1, 20183 the prior $28.64 24.74 twenty-four
(24) forty-eight (48) month (top) rate will change on August
1st of the first three each years of the Agreement to reflect
the agreed upon general wage increases. The last two general
wage increases will be applied to the Top Rate on August 1
and February 1.
(2) Seniority part-time employees entering a part-time air driver
job after the effective date of this Agreement will begin
at the seniority start rate. Part-time air drivers in
progression as of the ratification of this Agreement will
maintain a two (2) year progression to Top Rate as set forth
in Article 40, Section 6(a) of the 2013-2018 NMA but will be
paid the applicable hourly rates as set forth above.

What’s the deal with the two year progression of article 40? I’m in SoCal. So I should be under the 2013-2018 progression and get $24.74?
