Coffee, haircuts, and robe-cleaning fees?
Bloated military, studying avian sex habits while on cocaine (and many other wasteful studies highlighted by Rand Paul), domestic spending fraud and abuse, unnecessary departments that cover state responsibilities, corporate subsidies, funding programs that simply drive up the costs of what they subsidize, restraining the growth of welfare programs beyond the truly needy, etc.
