fedex trying to charge me for refused delivery

What does that even mean? It's like John Madden when he was excited he starts talking one thing, then in mid sentence, he goes to another subject, then in mid-sentence another. It like a flash sideways.
I'm ears to hearing the part missing. It won't matter, or ok surprise me with a story that will make me feel this all would make sense the recipient should be billed by Fedex for something.

Yep, because everyone knows they'll make calls to a unknown 3rd party and threaten them with collections if they don't pay!!! Because at UPS they are better than you and they know it!

Seems you were trying to get back into the good graces of someone that wanted nothing to do with you. Its out of the horse now but you should have provided your name on the package with you apologizing on it as well. People don't like mysterious packages. That was you first mistake. When Dealing with FDX, CC are the worst. They can freely charge you for address corrects, RTS etc.. In the future, pay cash. You will not win this. The only way you could would have been to put your address and when it came back just simply refused it. Fedex would have to "destroy" it. But if you really had something worth more than the shipping cost then....
Your ex-friend, does he pay your car payment, rent-mortgage, utilities or throws parties with super models? no? Then friend*$# him. Get over it.

Youre right. At first days we met, he was more odd than anyone else I have ever met. He gets quickly personal, talks about his neighbor in his hometown being Polish (I am actually originally from Poland). He on first day I meet him at him room takes me to a party, while my roomates were always sneaking without me and really wanted nothing much to do with me. He visited with his roomates once my room and envied nice view from my room to downtown chicago they wanted to get. Aside we spend many weekends joking, talking, hey I even helped with groceries. And when one of them after party got drunk, I did not do anything with him, I escorted him safely.We did not become best friends but we stayed in touch from time to time until next year summer when we moved out. But once, I leaned against him he asked if I was trying to kiss him and since hes become more apathetic but still did not mind me to hang out. But since then hes been weird and making gay jokes ("will u have sex with me"), putting arm around me in front of his friends. Intially I thought he was being friendly, but later next year he neglected to stay in touch after trying to reach out to him. [STOP]
To finish this story without getting carried over, we had arguments, his friends were giving some hard time, but later after some "cooling" period, we supposedly settled down. No he did not have wild parties, he was not paying for anything. To me he was simply a buddy without material benefits and all what mattered was his humor, his talk, his advice. Sometimes I still miss him and its painful for me because as it turns out there is mathematically 0% of possibility that we can even be acquaintances again. The only other direction is to simply try to forget about him. Its shame I wasted a lot of time when I spent time with him and his roommate who along with him ditched me too; because otherwise Id had spend more time with others who'd more likely stick with me and never got emotionally attached to friends who later became estranged. Also as he won't say a word, it will never solve the mystery I wonder why did he stop talking, for what real reason , leaving me only to guess that perhaps he is gay too but not open about it, maybe even paranoid about it and in strong denial. Maybe thats why he is so awkwardly evasive and quiet. Well what can I can do? Just leave him alone. Forget about him. Since Dallas or Texas is associated with him, because he lives there now, it won't be so simple to forget everytime I run into situation about Dallas but I will do whatever I can. Sometime this year I plan to visit state and even if I visit Dallas, I can do it without him. If Houston or Austin is better for vacation, I'll only go there instead.
