Check you County laws---I bet you could still have one. Screw the HOA--County rules supersede theirs.

I live in a townhouse brother, I'm pretty sure putting an outhouse in the back is completely against some kind of rule but you got me curious. I'm gonna research it.

I haven't checked but I think around here you can't build new outhouses but old ones are grandfathered in.
