We're working as directed. We're suppose to put forever bags in package cars, and drivers are suppose to place their small pick-ups in these bags, to speed up the unloading / sorting to small sort process. Few drivers use them, however.

We're supposed to use totes in my center, not bags.

In my hub, some drivers use totes, some use bags for pickups...it's strict preference.

I acknowledge it'll vary from center to center, but when a driver complains about Preloaders tossing bags into his car, it's reasonable to assume the bags were placed in there for the purpose of bagging his smalls. Totes are acceptable here as well, but the Preload & Air Sort lock down their totes, as do many drivers, leaving only a handful in free circulation.
