ICE deals with illegal immigrants. Whether they've committed serious crimes or their only crime is entering the country illegally. They aren't an investigative body assigned to bring criminals to justice. That's our legal system's job.

That likely means a woman felt endangered by him and he refused to leave her alone. ICE didn't issue the restraining orders. A judge in our legal system did. ICE was notified of his immigration status and now they are seeking to deport him. He likely could have avoided this just by keeping his nose clean.
