Even just looking at the chart the statement of "first since 2006" is incorrect. It was 15.1 in 2010 and it dropped to 15.0 in 2011.

Edit: My apologies, after reading the article the same conclusion was established. The whole thing is just creative number service.

The present poverty rate is almost exactly the same as it was in 1967 a few years after the War on Poverty started.
