Look around you on your city's streets.......aside from the bluetooth people, there are people out there who talk to themselves. They seem harmless. No one is taking care of them. No family, they are all alone. If they get excited or all out of sorts because of their various mental illnesses, and a police person is on scene. If they become belligerant or weird acting towards the police, the police have a right to defend themselves.
The relatives of these people want nothing to do with them. They are an embarrassment to the 'normal' family members. They don't admit them to a facility to keep them safe and see that their meds. are given to them.. They just steer clear. Until there's a chance of money to be made. If the guy got hit by a FDX truck and it was the guy's fault, his family would be on FDX's stoop with their lawyer that very day.
