Polishing toilet bowls since 1966.
How does a private person pay tariffs? It’s a customs fee.
If it has a value. It is tariffs. That is why we have been collecting so many checks lately... There is the possibility that it is customs charge. But something that is 45% of the original cost is definitely tariffs.

How does a private person pay tariffs? It’s a customs fee.
I don't have a clue how that works but the few times in my career I had a 'Customs Due" package the customers weren't happy. One guy bragged to me how cheap he was getting a diamond ring from, I believe it was Africa, but when it showed up there was like a thousand dollar Customs Due COD tag on it. He was even more pissed off when UPS wouldn't hold it for him for awhile as he tried to get those charges dismissed. Back it went.

Read what original poster wrote. Instead of calling it a gift they put value on the item. At that point they were selling the item to the receiver. I'll explain more if you need me to, but I'm pretty sure that's all I need.
Wrong. Declared value for customs. Stop making a fool of yourself
