I don't have a clue how that works but the few times in my career I had a 'Customs Due" package the customers weren't happy. One guy bragged to me how cheap he was getting a diamond ring from, I believe it was Africa, but when it showed up there was like a thousand dollar Customs Due COD tag on it.
