I heard that a Center's budget is based on the revenue generated by the shippers they pick up. Some Centers have a lot more money to spend on uniforms and employee recognition. At least that was how it was explained to me.

Every time they tell me I cant order new uniforms I remind them of the grievance I filed and won in 2005 over not being allowed to order new uniforms and by some miracle I am all of a sudden able to order new uniforms.
I will be damned if I’m going to wear ripped, worn out crap just because some idiot bean counter in a cubicle wants to look better on a report.
