Taken out of context. He was saying that the lawsuits were civil actions therefore his DOJ, which would focus on criminal actions, was so far not involved. Yes it's interesting that the fraud took place in the biggest cities in those swing states. They didn't have to win the entire state, or try to rig the election in the entire state. Just rig it with a sufficient number of ballots in the Democrat controlled largest cities to win the state.
