The woman escalated the situation by refusing to leave the restaurant and continuing to engage in disorderly conduct. She was also verbally abusive to the officer. Sorry, but after the 3rd or 4th time of refusing to cooperate with lawful demands by the police, its Taser time as far as I am concerned.

No doubt, she was out of control. I would have just arrested her on the spot for disorderly conduct and public intoxication.
Watch it again though. The cop gets into a shouting match with a drunk skank in an IHOP. I'm not saying he did anything illegal, just that he sucks at his job..... or maybe he was just having a bad day, I don't know the guy. Either way, you could see how angry he was, and that's not a good thing for someone who is supposed to be keeping the peace. It wasn't handled well is all I'm saying.
