... Fetterman’s doctor says he is “recovering well from his stroke,” that his “speech was normal and he continues to exhibit symptoms of an auditory processing disorder which can come across as hearing difficulty” and “he has no work restrictions and can work full duty in public office.”

Normal as is affected stroke patient speech. The doctor also admits his brain damage hasn't recovered yet. Just because you can work doesn't mean he will be 100 percent at his job.
