as the race baiter struggles to now define direct forms of racism they have had to manufacture acts of racism through expressions such as systematic racism and dog whistles.
the systematic racism can provide a means to manufacture acts of racism in areas where the leadership is exclusively minority and no white person can be found to blame.
the term dog whistle is an excellent means to put those back on there heels who would otherwise argue that the racial sensitivity pendulum has swung to far to the left. it thus effectively prevents meaningful two sided discussion of race relations in the US.

Even the Canadians have grown squeamish about liberal border policies. And rightfully so. They’d never put up with the immigration policies the Democratic Presidential candidates are proposing. Add that to the list of things Democrats want to go left of the Canadians on.
