What allowed the cops to catch him was that he couldn't speak English and had to use a translator app to make his demands to the tellers. The tellers did not comply, so Brito-Gonzalez, probably feeling like a complete idiot, simply left.
You'd think he would try to at least learn how to say "give me the money" in English or have an accomplice with him who could, but nobody ever said small-time criminals were smart.
The cops had someone who could speak Spanish with them upon finding Brito-Gonzalez a short while later, where he tried to play dumb and deny the robbery but somehow figured that saying he needed money in a bag was the best way to word it.

Massachusetts' governor has asked Beacon Hill for $1B to help illegal immigrants.
Beacon Hill seeing that this is an election year has put up a smoke screen by cutting that request in two.
Once the elections are over, Beacon Hill will be doing a lot of backroom deals to increase the burden of the taxpayer support for the governor well above what she first asked for.
By the way there is no work in Massachusetts for immigrants, but seeing the amount of free handouts the Commonwealth gives out, no one is complaining. Everyone will no longer have to actually work, it's like a free lifetime paid vacation for these immigrants. And they don't even have to learn to speak English.
