As an inside employee, you meet elegibility requirements. So the company has to honor your application. That's it.

Cars in a lot of areas are absolutely needed to dig yourself out of whatever hole you got in, no matter how poor, blame ruralization/car culture for that one. If someone survived a rough spot with a faulty seatbelt, so be it.
(This is the part where OP tells me they had ample cash back then and simply chose not to get the seatbelt repaired lol)

When I was trained back in the dark ages
You only wore it to and from area
I go back farther then that. When I was trained the seat belt was just seen as
something that was in the way. We used to tie them around the seat so they didn't
bother us.
