I don't think anyone ever said it was impossible. It was said it wasn't easy and looks that way judging by the amount of people that had to sign off on yours. Maybe they just wanted to get rid of you?

I transferred part time educationally, but as far as I understand (except for the western supplement) transferring out of your local is basically impossible...

From the thread you started earlier, you were seeking to transfer to another building within your district. This is a contracted benefit in many supplements and UPS is obligated to transfer you. What is "impossible" is attempting to transfer from Toledo, OH to San Diego, CA. It actually really isn't impossible -- if you've been attending school and actually intend on continuing your education near SD, the transfer will likely be granted. It's the people who haven't actively been attending college and think they merely need to sign up for community college classes across the country to "force" a transfer -- UPS ain't stupid. I'd bet that buildings in places like SoCal and Central/Southern Florida receive hundreds of requests annually from PTers to transfer for educational reasons.
