The meaning of the provision undoubtedly is, that the people, from whom the militia must be taken, shall have the right to keep and bear arms, and they need no permission or regulation of law for the purpose.

This is not the least bit “undoubtedly”. In fact, the author is making a dubious assertion as if fact for the sole purpose of drawing a predetermined conclusion.

Militia: trained combatants from citizen population for defending the country from outside enemies.
