I would say every intersection is controlled now. It could be by a stop sign or traffic light or yield sign. Even if there is no signage there are traffic rules for how the traffic flow should go at all intersections.What did they mean by this?

Yes. Why would they have to follow anyone? Civilian GPS notes speed limits and warns drivers of exceeding posted speeds. Seems that telematics could/would do the same. But yet we hear that telematics cannot be used in discipline....BS. Drive 30 feet without your seatbelt. I find it hard to believe that anyone was trained to speed and run stop signs. Yet, I see it out in public(by UPS drivers) all night/day long. Can you imagine the fallout from a UPS accident caused by a driver deliberately ignoring traffic laws?
