If the location:

1. Does not have posted hours
2. Does not have an area that would be open to the public

Then it should be sheeted as a Resi and you should be able to do a DR on it.

Again UPS its worst enemy.......Just because they fired him there means somebody else somewhere else didn't, in fact I know of a feeder driver who use to be a package driver in the Meadowlands, he said he signed for packages all the time, and he even asked our manager in feeders who was his Sup in package to confirm what he said!!!
