For what it's worth, Frank probably believes what he said. I don't see it bothering Scalia at all, from what I've seen of him he's pretty thick skinned. He probably got a good laugh out of it. I agree it was pretty unprofessional, but Barney's been on a tear lately, here he is yelling at code pink, of all people:
