I always wondered that as well as what those numbers after the SLIC on packages represented. For instance my building is 3311 so the package may say "FL 331 1-04"
331 1-04 is the UPS Routing Code, or 'human readable'; it's meant to be used by the hubs for easier sorting although a lot of them sort by zip instead because they are too stupid to know how to use URC correctly

3311 is your building number and 04 is your In Building sortation

If 9 is the last number of the building It used to designate a HUB.
