Susan Rice, who falsely told the nation that the terrorist attacks in Benghazi on Sept. 11, 2012 had developed out of a spontaneous demonstration against a YouTube video, will mark the one year anniversary of those attacks by briefing Congress to make the administration’s case for authorizing President Barack Obama to use military force in Syria.

Speaking on CBS’s “Face the Nation” today, House Intelligence Chairman Mike Rogers (R.-Mich.) pointed to the administration’s decision to have Rice brief members of Congress about this issue on the anniversary of the Benghazi attacks as emblematic of the administration’s bumbling approach to making its case for intervening in Syria.

On Monday, Rice will give a speech about Syria to the New America Foundation, then speak to the Congressional Black Caucus and participate in a classified briefing that the administration will provide to members of Congress, the Associated Press has reported. She will then participate in another classified briefing for Congress on Wednesday–which will be the twelfth anniversary of the Sept. 11, 2001 terrorist attacks on the U.S. homeland and the one year anniversary of the terrorist attacks on the State Department and CIA facilities in Benghazi, Libya.

"The vast majority of aid is going to territory controlled by President Bashar al-Assad, and the small amount reaching opposition-held areas is all but invisible," the New York Times reported.
Humanitarian workers in Syria like Ghassan Hitto, the chief coordinator for the Western-backed Syrian national coalition, say they are frustrated with the poorly-run relief efforts.
"We believe we are owed an explanation over where this money is going, but every time we ask, we can't get an answer."

USAID, which was created by President John friend. Kennedy, is the federal government’s primary agency in charge of distributing civilian foreign aid.
Last month, President Barack Obama pledged $195 million in additional humanitarian support to Syrians affected by the country’s civil war, tipping U.S. taxpayer spending over the $1 billion threshold.

“To help the many Syrians in need this Eid al-Fitr, the United States is providing an additional $195 million in food aid and other humanitarian aid, bringing our humanitarian contribution to the Syrian people to over $1 billion since the crisis began,” Obama said in a White House statement. “For millions of Americans, Eid is part of a great tapestry of America’s many traditions, and I wish all Muslims a blessed and joyful celebration. Eid Mubarak.”

The United States is the largest contributor of Syrian humanitarian aid. However, Syrians embroiled in the current conflict say U.S. taxpayer-funded aid is insufficient and not reaching those most in need in the opposition-held north.

The chairwoman of the Congressional Black Caucus said the United States should move with “all due speed” to see if a Russian-led diplomatic solution to the standoff over Syria’s possession of chemical weapons is a credible offer.

“I think that it is outstanding,” Rep. Marcia Fudge, Ohio Democrat, said of the diplomatic opening in an interview with CNN.

While President Obama plans to push his case to the American public late Tuesday for a military strike to punish Syrian President Bashar Assad for an Aug. 21 chemical attack near Damascus, officials in Syria said Tuesday they will accept Russia’s plan and put their chemical stockpiles into international control.

The White House and members of the Senate have indicated they will explore the diplomatic option, yet with a heavy dose of skepticism about Syria’s motives.
“So I’m hopeful, certainly, that this is something that will move forward,” Ms. Fudge told CNN.

Ms. Fudge said she had advised members of the caucus to limit their comments on the Syrian conflict because they should have a full stock of information about the situation before they weigh in. She does not have a vote count of where caucus members stand on a possible strike.
