There was a huge break in society with the value of "family life" and values. It is a GD shame, but once it started it can not be stopped!And for many of those people they are more likely to end up in jail or dead than working at a job. You can blame society or racism or any other excuse but it all boils down to the home (or lack of) where they should have been learned responsibility and the consequences of actions but didn't.

Detroit - $18 Billion in debt
Many other cities are in the 10's of billions. Not to mention pension costs are exploding which will make this far worse.
Sadly, this is "news" to most people as they keep their heads in the sand and continue voting the way they do.
