Why doesn't UPS use a foremen type position?

He's not a BA or steward, but a quasi management type position with real world experience. Lots of labor Unions use them. Would this just make things too smooth? Wouldn't cost that much, in labor unions they typically make a couple bucks more an hour, but their knowledge base more than pays for that.

Minus the couple bucks more an hour pay and knowledge base as OP mentioned.

You want to add yet another layer of management? What would this person's responsibilities include?

I think that's what it was here also. I just remember it didn't last long.

  10. And how would this quasi-sup be chosen? Seniority, years of safe driving, etc?

Just another layer of management to sheet on the rest of the real workers.

Management is the hired help. They coordinate operations and help make plans. The real workers literally do the heavy lifting. Union workers make retirement much more often per capita than management, thats for sure.
