They controlled it as recently as last year. What happened?
The difference is Newt Gingrich and the Republican controlled Congress in the 90's signed a "Contract with America" to balance the budget and be fiscally responsible. This happened after Clinton was trying to greatly increase spending in his first two years, resulting in '94 giving Republicans control after 40 years of Democrat control. We've lost our way, spending recklessly.

the dems wouldnt vote for it unless they got their spending perks added. control is irrelevant unless one side or the other has a super majority as the dems had in 2009.
