Another raise question

I started 9/10/12, so I just celebrated 4 years. I'm a sorter and my shop steward said I would get a $1 (anniversary/progression) raise on 9/10/16, thus putting me at $14.40. I received a ten cent raise in stead, putting me at 13.50. What am I missing? Thanks for the help. Oh and I received a 40 cent raise on Aug 1, 2016.

You were hired under the old contract. You get 80c this year split into 40c on aug1 and 40c in February

Also you were bumped up to 13.50 because that is the minimum wage for a 4yr part time employee.
